Real games wouldn't prevent players from content, all ships in new eden should be available to pilots minus of course those pesky skill queues for items and modifiers. All ships should be available to fly. Omega has access to all ships but still...

Are you wanting to align your probes centered on the signature with the camera, then resize them if necessary? If so, I don't think that is available but you can center your camera on any point by double clicking :)
